Overview of the role


Every day, thousands of people travel across Newport's highways without giving a second thought to the planning, data and investment decisions that keep the network safe, resilient and operational. As a Senior Technical Officer within our Highway Assets and Planning team, you'll play a key role in managing and improving the infrastructure that connects communities, supports economic growth and keeps the city moving. You'll use data, technical expertise and strategic planning to ensure that investment is targeted where it will have the greatest impact.

Highways are one of the council's largest and most valuable public assets, but maintaining them is a constant challenge. Roads, footways, drainage systems and structures all compete for limited investment, making it essential that decisions are based on robust evidence and long-term planning. This role exists to ensure the council understands the condition of its assets, identifies the greatest risks and opportunities, and invests public funding where it will have the biggest impact. Your work will help keep Newport's infrastructure safe, resilient and fit for the future, supporting residents, businesses and communities every day.

What you'll be doing


You'll lead on highway asset management activities, overseeing data, systems and technical processes that support investment decisions across the council's infrastructure network.


You'll analyse highway condition information, identify maintenance priorities and help develop programmes that maximise the life and value of Newport's assets, ensuring limited public funding is invested where it will make the biggest difference for residents and road users.


You'll also contribute to policy development, asset management planning, contract management and compliance with legislation and industry standards while supporting colleagues and stakeholders.


Who we're looking for


You'll hold a recognised HNC in Civil Engineering, or an equivalent qualification in a related discipline, and be looking to apply your technical expertise to infrastructure that makes a real difference to communities across Newport. We're looking for someone who enjoys solving complex problems and understands the value of good asset management in delivering reliable public services. You'll have a background in highways, civil engineering, infrastructure or asset management and be comfortable working with technical data and performance information. Just as importantly, you'll be able to communicate clearly, build strong working relationships and be motivated by the opportunity to improve the infrastructure that people depend on every day.
