Business Analyst

We have a number of Business Analyst posts, working to our Transformation Directors in Adults, Children and Corporate Services and supported and managed by the Transformation & Improvement Service.

For each post, the primary focus is to support the design and delivery of transformational change by understanding user needs, analysing current services, facilitating service redesign and ensuring that organisational, process and technology changes deliver measurable improvements for residents, customers and staff.

The key capabilities of these roles include:

User-centred thinking

Service design skills

Systems thinking

Facilitation

Data and insight

Change awareness

Strategic awareness

These are more than traditional IT business analyst or business process improvement roles.

You will need to be able to walk into a complex service, build credibility quickly, understand what is really happening, facilitate a route forward, and help leaders make key decisions.  Process mapping, requirements gathering and benefits tracking are all important, but they are tools.  We are looking for people who can make sense of organisational complexity and turn it into practical change.

An understanding of local authority systems and processes and experience in a similar environment would be beneficial, as well as a “can do” attitude.

In return we are able to offer:

Enhanced annual leave - Start with an impressive 34 days of annual leave (including bank holidays) from day one, and watch it grow to 39 days after just five years of service

Purchase of annual leave – Want more time off? You can purchase up to 10 extra days of annual leave each year, giving you the flexibility to balance work and life just the way you want (Pro-rata for part-time staff)

Flexible working pattern - Enjoy a 37-hour standard full-time work week with the added perks of flexi-time and hybrid/remote working arrangements where possible. Your work-life balance just got a whole lot better

Salary sacrifice green car scheme - Drive green and save green! Lease a brand-new electric or hybrid car through our salary sacrifice scheme. There’s no credit checks, no deposits, just significant savings and exclusive offers on a three-year lease

White goods salary sacrifice scheme - Upgrade your home with ease. Purchase home and electronic items through our salary sacrifice scheme, spreading the cost of big-ticket purchases like appliances, computers, and tech gadgets directly from your salary

Enhanced public pension - Secure your future with our career average pension, where contributions are built at a rate of 1/49th of your yearly pensionable pay

Cycle to work scheme - Save up to 25-39% on the retail price of bikes and safety equipment through Income Tax and National Insurance savings. Get fit and save money!

Employee assistance programme - Access a completely free and confidential assistance service to help manage, reduce, and overcome life’s challenges, both at work and in your personal life

Discounted gym membership - Stay active and healthy with corporate membership prices for Everybody Leisure, including:

Gym, Swim and Group Fitness at all 16 facilities

Help shape the future of Children's Services* in Cheshire East

Improving outcomes for children, young people and families is one of Cheshire East Council's highest priorities.  To support this work, we are looking for candidates to join our Children's Transformation Programme through a number of exciting 12-month fixed term contracts.

Dawn Godfrey, Executive Director of Children's Services, said:

"Improving children's services is a priority for the council. We are committed to ensuring children, young people and families receive the right support at the right time, particularly those with the most complex needs. Through transformation, we are creating services that are more effective, sustainable and responsive, helping us achieve better outcomes for children and families across Cheshire East."

Opportunities Available

We are looking to fill several 12-month fixed term opportunities, including:

Business Analysts

These roles provide an excellent opportunity to gain experience delivering complex, high-profile transformation projects, broaden your skills, expand your network and make a real difference to the lives of children, young people and families across Cheshire East.

You do not need previous Children's Services experience.  If you have the right skills, enthusiasm and commitment to making a difference, we'd love to hear from you.

What will you be working on?

Successful candidates will support a range of transformational projects and programmes, including:

1.      Digital Transformation

Redesigning and digitising processes across Children's Services to reduce administrative burdens, improve efficiency and support better decision-making.

2.      Right Child, Right Home Programme

A key programme focused on ensuring children receive the right support, in the right place, at the right time, including:

Edge of Care - introducing evidence-based family interventions to help families stay together safely and reduce the need for children to enter care.

Supported Accommodation for Young People Aged 16-25 - developing new accommodation and support options to improve transitions to independence and reduce reliance on costly external placements.

National House Project - creating stable, long-term housing solutions for care-experienced young people to improve outcomes and independence.

3.      Data, Forecasting and Financial Sustainability

Developing forecasting and financial management tools that support better decision-making across Children's Services, with an initial focus on Children in Care, Care Leavers and SEND.

Working closely with senior stakeholders and service leaders, you will develop robust programme and project documentation, ensure effective governance, reporting and risk management, and help coordinate complex commissioning and procurement activity.

This is a fantastic opportunity to play a key role in delivering fundamental change across Cheshire East's major transformation priorities.

If you are a proactive project professional with strong stakeholder management skills and a passion for delivering impactful transformation, we'd love to hear from you.

Please contact either Chad Thompson ([email protected]), Leeanne Forster ([email protected]) or Martin Middleton ([email protected]) for an informal chat about these posts.

  • Although these roles will predominantly focus on Children’s Services as set out above, there may also be opportunities to work on the Adult Social Care and Modernising Delivery transformation programmes as required
