Role Overview

Are you looking for an opportunity to play a key role in one of the Council’s busiest and most dynamic regulatory services? We are seeking a motivated and organised Licensing Projects & Hearings Officer to join our Licensing Team within Public Protection.

This is a varied role that combines project coordination, data analysis, committee administration and licensing support. Working closely with the Licensing Manager, you will help deliver a range of projects that support the development and improvement of licensing services, policies and procedures. You will also play a vital role in managing the administrative and procedural aspects of licensing hearings, ensuring reports, records and outcomes are prepared and maintained to a high standard.

The successful candidate will be confident working with complex information and data, have excellent organisational skills and be able to communicate effectively with a wide range of stakeholders, including councillors, applicants, licence holders, trade representatives, partner organisations and members of the public.

This role is ideal for someone with experience in licensing who enjoys balancing project work with operational responsibilities. You will have the opportunity to contribute to service improvements, support policy development, monitor project progress and help ensure the delivery of an effective, customer-focused licensing service.

At Oldham Council, we are committed to our co-operative values of fairness, openness, responsibility, working together, accountability, respect and democracy. If you share these values and are looking for a rewarding role where you can make a meaningful contribution, we would love to hear from you.

Key Responsibilities

Coordinate and support a range of licensing-related projects, including policy development, consultations and engagement with trade representatives.

Prepare reports for licensing panels and committees, attend hearings and undertake all associated post-hearing administration.

Research, analyse and interpret data to support project planning, service improvement and decision-making activities.

Administer licensing systems and databases, including maintaining accurate records and supporting the service's online presence.

Monitor project milestones, maintain project documentation and support communication, training and change management activities

Key Requirements

Experience of working within a licensing team and supporting the delivery of projects or programmes of work.

Experience of researching, processing and analysing information or complex datasets, together with maintaining databases and spreadsheets.

Detailed knowledge of licensing legislation, including the Licensing Act 2003, Gambling Act 2005, and Private Hire and Hackney Carriage legislation, alongside excellent communication and organisational skills.

If you have completed the GM Elevate (Leadership Development) Programme please indicate this within the ‘About You’ or ‘Supporting Statement’ section of your application.

Unfortunately, at this time we are not able to offer sponsorship.

We are committed to safeguarding and promoting the welfare of children, young people and vulnerable adults and therefore expect all staff and volunteers to share this commitment.
