Job summary

We are seeking an exceptional and visionary leader to join our Executive Team as Chief Redevelopment Officer.

This role will lead the day-to-day delivery of the Trust's acute redevelopment programme, including OBC, procurement, FBC and delivery phases. The role will oversee clinical and service transformation alongside the construction and delivery of new and redeveloped hospital facilities across all three of the Trust's main sites.

The post holder will establish and implement robust programme and project delivery structures to support the successful delivery of the Trust's redevelopment ambitions.

They will ensure investment and change management programmes and projects are delivered within approved financial constraints, are affordable and deliver value for money.

The post holder will work with key delivery partners, in particular with University College London Hospital NHS Foundation Trust and colleagues at Mount Vernon Cancer Centre on the combined Watford scheme, and with Local Government partners in taking forward our shared ambitions at St Albans and Hemel Hempstead.

Main duties of the job

As a member of the Executive Team and Trust Board, you will provide strategic leadership and assurance for a major portfolio of redevelopment activity. You will lead complex procurement and commercial processes, oversee programme governance arrangements, and ensure effective management of risk, issues and opportunities.

You will build and maintain strong relationships with key stakeholders, including clinical leaders, patients, regulators, system partners and external advisors, ensuring they remain engaged throughout the programme. You will also lead multidisciplinary teams, manage external suppliers and contractors, and ensure appropriate contractual arrangements are in place.

The role will be responsible for driving the successful implementation of associated transformation programmes, ensuring services transition effectively into new facilities and intended benefits are realised. Regular reporting to the Board and relevant committees will be required to provide assurance on progress, performance and delivery.

Job description

The post holder will ensure effective engagement with staff, patients, people with lived experience, and partner organisations, embedding their input into planning and decision-making processes. The role will act as a key representative of the Trust at regional and national meetings, developing productive relationships with health partners, regulators and other external organisations.

The post holder will oversee the performance management of external advisers and suppliers, ensuring services are delivered to the required quality and standards. They will also ensure appropriate information systems, controls and reporting mechanisms are maintained to support effective decision-making and programme assurance.

The role will be responsible for ensuring that governance, assurance and compliance arrangements remain effective, supporting informed decision-making and enabling successful outcomes across a complex and evolving programme environment.
