Job summary

The GP Services Manager is responsible for the operational management of our clinical services, ensuring delivery of high-quality care and positive patient outcomes.

Working closely with Directors, clinical leads and partner organisations, the post holder will lead workforce planning, service performance, patient access and regulatory compliance. The role will support the development of innovative and sustainable models of care that improve access, address health inequalities and meet the needs of local communities.

Provide operational leadership for Leasowe Medical Practice and the GP service at the UrgentTreatment Centre.

Ensure services are appropriately staffed, resourced and organised to meet patient demand.

Monitor service capacity, activity, patient flow and waiting times, implementing solutions whererequired.

Oversee appointment, triage and access systems to ensure timely and equitable patient care.

Manage operational pressures, including workforce shortages, increased demand and servicedisruption.

With the wider leadership team, develop and implement operational policies, procedures andpathways that support safe and effective service delivery.

Ensure effective communication and collaboration between clinical and administrative teams.

Contribute to budget management, resource planning and financial sustainability.

Identify opportunities to improve efficiency and value for money while maintaining service quality andsafety.

2. Governance, Quality and Patient Safety

Work with clinical leads to promote high standards of clinical governance, patient safety and qualityimprovement.

Ensure robust arrangements are in place for incidents, complaints, safeguarding concerns and riskmanagement.

Support investigations and ensure learning is embedded into practice and service development.

Contribute to audits, service reviews and quality improvement programmes.

Monitor risks and ensure appropriate mitigating actions are implemented.

Promote a culture of openness, learning and continuous improvement.

Ensure patient feedback and experience are routinely used to improve services.

3. Compliance and Assurance

Maintain compliance with CQC standards, NHS contractual requirements and organisational policies.

Ensure services are inspection-ready and supported by appropriate evidence and documentation.

Monitor delivery against service specifications, contractual targets and agreed standards.

Implement and monitor actions arising from audits, inspections and external reviews.

4. Workforce Leadership and Management

Lead and support multidisciplinary teams, fostering a positive and inclusive working culture.

Ensure effective workforce planning, rota management and appropriate skill mix across services.

Support recruitment, induction, appraisal, supervision and staff development.

Manage attendance, conduct and performance issues in accordance with organisational policies.

Promote staff wellbeing, engagement and effective team working.

Support development of new roles and workforce models aligned to service needs.

7. Information Governance, Premises and Health & Safety

Ensure compliance with information governance, data protection and confidentiality requirements.

Promote effective use of digital systems and accurate recording of clinical and operational information.

Support the effective use of technology to improve patient access and service delivery.

Ensure clinical environments are safe, appropriately equipped and fit for purpose.

Support business continuity, infection prevention and control, and emergency preparednessarrangements.

Escalate premises, equipment or safety issues that may impact patient care or staff wellbeing.

8. Partnership Working

Develop strong relationships across One Wirral CIC, primary care, NHS organisations, commissionersand community partners.

Represent One Wirral CIC at meetings and forums as required.

Contribute to organisational learning by sharing expertise, innovation and good practice.

The GP Services Manager will provide operational leadership across clinical services, with primary responsibility for Leasowe Medical Practice (3,000 patients) and the GP service based at the Urgent Treatment Centre. The post holder will ensure services are safe, effective, patient-centred and compliant with contractual and regulatory requirements.
