Yorkshire Health Partners is seeking a motivated and experienced System Programme Officer to support the delivery of strategic programmes and transformation initiatives that improve health and care outcomes across our partnership.

This is an exciting opportunity for a skilled programme management professional who enjoys working across organisational boundaries, building relationships and driving improvement. You will play a key role in supporting the successful delivery of complex programmes, ensuring robust planning, governance, reporting and stakeholder engagement.

Working closely with senior leaders, programme sponsors and partners across health, care, local government and the voluntary sector, you will help translate strategic priorities into deliverable plans while supporting the achievement of measurable benefits and outcomes.

Main duties of the job

Key Responsibilities

• Support the delivery of strategic programmes, projects and transformation initiatives.
• Coordinate programme plans, reporting, governance and assurance activities.
• Monitor progress, risks, issues, dependencies and benefits across programmes.
• Produce high-quality reports, presentations and business documentation.
• Facilitate effective stakeholder engagement and collaborative working across partner organisations.
• Support service improvement, transformation and change management activities.
• Provide programme management advice, guidance and training to colleagues and stakeholders.

About You

You will be an organised and proactive programme professional with experience of delivering projects or programmes in a complex environment. You will possess excellent communication, analytical and organisational skills, with the ability to manage multiple priorities and work effectively with a wide range of stakeholders.

Ideally you will have

• Experience of programme or project delivery and service improvement
• Knowledge of programme and project management methodologies
• Experience of working with multiple stakeholders and partner organisations
• Strong planning, problem-solving and reporting skills
• Excellent communication and relationship management abilities
• A relevant degree or equivalent experience, with programme or project management qualifications desirable

Job Purpose

The System Programme Officer supports the delivery of the East Riding of Yorkshire Place strategic programmes and transformation priorities. The role provides programme and project management expertise to ensure programmes are delivered effectively, efficiently and in line with agreed objectives.

Working across organisational boundaries, the post holder will coordinate programme activity, monitor progress, manage risks and dependencies, support governance processes and enable successful delivery of system-wide change initiatives.

The role requires strong stakeholder engagement, analytical capability and the ability to operate effectively in a complex and changing health and care environment.

Key Areas of Responsibility

Programme Delivery

• Support the planning, delivery and implementation of strategic programmes and projects.
• Monitor progress against milestones, benefits, risks and objectives.
• Maintain programme documentation, plans and reporting requirements.
• Ensure programmes are delivered to agreed timescales, quality standards and resources.
• Support sponsors and programme leads to translate priorities into deliverable plans.

Governance and Assurance

• Maintain effective programme governance and reporting arrangements.
• Identify risks, issues and dependencies and support mitigation planning.
• Produce reports, dashboards and assurance information for senior stakeholders.
• Ensure compliance with organisational policies and governance requirements.

Stakeholder Engagement

• Build positive relationships with system partners and stakeholders.
• Communicate complex information clearly to a range of audiences.
• Support collaborative working across health, care and voluntary sector organisations.
• Facilitate meetings, workshops and programme activities to support delivery.

Performance and Improvement

• Analyse qualitative and quantitative information to support decision-making.
• Contribute to business cases, service improvement initiatives and transformation programmes.
• Identify opportunities to improve processes, reduce duplication and enhance efficiency.
• Promote best practice in programme and project management.

Leadership and Development

• Provide advice, support and training on programme management approaches.
• Contribute to a culture of continuous improvement and partnership working.
• Support colleagues and project teams to deliver agreed outcomes.
• Deputise for senior programme colleagues where appropriate.

Financial and Resource Management

• Support effective resource planning and value-for-money approaches.
• Contribute to business planning, budget monitoring and procurement activities where required.
• Ensure appropriate use of programme resources and external support.

Management of Workload and Personal Development

• Manage a varied workload across multiple programmes and competing priorities.
• Participate in appraisal, mandatory training and continuing professional development.
• Maintain and enhance knowledge of programme management, change management and NHS developments.
• Demonstrate personal accountability, professionalism and commitment to organisational values.
