Project Management Officer (PMO)Council

Civic Centre 37 hours/week £44,253 - £46,579 per annum, Grade 13
Posted 17 September 2026 Closing date 4 October 2026

Working hours: 37.5 hours per week (banking 30 minutes per week to be used towards the shut down between Christmas and the New Year)

We are Building Harlow’s Future and delivering projects that achieve our six missions. Delivery does not just happen, and it must be planned and executed, with communication and agility at its heart. Support and coordination are key to this, and our Project Management Office (PMO) sits at its heart.

We have a strong approach to programme delivery with clear governance and assurance, ensuring that major programmes are delivered with the highest standards of accountability and efficiency.

Through enhanced oversight, refined processes, and robust assurance mechanisms, the team is driving successful project outcomes, maximising value, and ensuring that every programme contributes to Harlow’s long-term growth and transformation.

As part of the Project Management Office (PMO) you will be instrumental in driving forward this work - working with colleagues across the council as part of the Corporate and Improvement directorate, as well as providing updates to the council’s Mission Assurance Panel and Cabinet.

You will be very well organised with experience of dealing with internal and external stakeholders, and have a proactive approach to identifying where issues may arise. You will be solution focussed and prepared to be engaged in project delivery and act as a critical friend to project managers. With a passion for doing things differently, you will have an enquiring mind and embrace innovation as a supporter of change. With good people skills, and an understanding of the impact that transformation may have on others, providing a supportive working environment within the team.

You will support our communications plans and work with colleagues to ensure that our residents know about the changes and services that matter most to them. You will help us to capture and share the story, emotion and scale of rebuilding Harlow as a New Town for a new generation. Inspiring pride, confidence, aspiration and belief in Harlow’s next chapter and the opportunities it will create for every resident.

For an informal disussion about the role, please contact Glenn Spreadbuty, Head of Digital and Improvement, on 01279 446131.

Harlow Council is committed to equal opportunities and welcomes applications from all sections of the community. We offer flexibility with purpose through our Dynamic Working approach. While office-based work is the norm, most full-time employees attend the workplace at least four days per week (pro rata).

We also support a range of flexible arrangements to help balance work and personal life and provide health and wellbeing initiatives and an employee assistance programme.

As a Disability Confident Employer, we guarantee an interview to disabled candidates who meet the Essential Criteria on the Employee Profile.
