Job summary

We are seeking an experienced and motivated individual to support the delivery and ongoing development of the Bowel Cancer Screening Programme across Merseyside & North Cheshire area.

This pivotal role will support the Programme Manager in the operational and administrative management of the service, ensuring delivery in line with national standards, pathway targets, and best practice. Working closely with senior clinical leaders and key stakeholders, the post holder will play a key role in coordinating service activity, monitoring performance, and driving continuous improvement. The role offers an excellent opportunity to contribute to enhancing patient experience, increasing screening uptake, and ensuring a safe, effective, and equitable screening pathway.

Main duties of the job

The post holder will be responsible for the operational and administrative management of the Bowel Cancer Screening Programme (BCSP), supporting delivery across Merseyside and North Cheshire in line with national standards and pathway targets.

Working closely with the Screening Director, Programme Manager, Lead SSP, and key stakeholders, the post holder will coordinate service activity, manage programme performance, and support service development, ensuring a safe, effective, and patient-centred screening pathway.

The post holder will contribute to the ongoing development and delivery of the Bowel Screening Programme and will play a key role in supporting service improvement, performance monitoring, and implementation of national guidance.

Job description

To be responsible for supporting the Bowel Cancer Screening Programme (BCSP)by:Responsible for day to day management of a team of administrative staff providing leadership and guidance.Working collaboratively with the Programme HubCo-ordinating the care provision from the screening centre to address the needs of individuals arising as a consequence of the screening programme.Supporting the Health Promotion Specialist and Programme Manager and assisting with the co-ordination of health promotion activities by all sections of the society.Deputising for the Programme Manager as necessary and supporting the Bowel Cancer Screening Programme Manager and Lead SSP as necessary within the Programme.ManagementManage the Bowel Cancer Screening Programme in absence of the Programme Manager.

Undertake the day to day management of a team of administrative staff.

Responsible for effective coverage of administrative rotas and appropriate utilisation of human resources of the administrators.

Responsible for the roll out of training for new administrators.

Support the provision of helpline services run from the Hub by resolving queries referred by them to the screening centre.

To ensure patient records for the screening services are completed in a rigorous manner to include audit and review of patient records.

Support effective tracking of patients on the cancer pathway, including but not limited to supervising waiting list management, monitoring Somerset cancer registry and attending the cancer PTL meetings.

To maintain competencies required and support administrative staff.

Undertake appraisals for an allocated number of administrators

Participate in recruitment of staff within the administrative team.Support the BCSP Manager and Lead Specialist Screening Practitioner in the development of performance to the National Screening Programme, strategic groups and the wider health community as required.

Contribute to the business and strategic planning for the BCSP.

Provide specialist, expert knowledge to clinical colleagues, patients andcarers/relatives.

Evaluate service delivery, identify areas for improvement and initiate change in consultation with Programme Manager.

Liaise with Programme manager and lead SSP to provide health promotion initiatives.

Participate in flexible working arrangements, to ensure that the needs of the service are met.Clinical GovernanceTo ensure that operational risks are identified, reported to Programme Manager and managed within the department and adhere to local clinical governance policies. Assist with relevant audit and benchmarking in order to improve effectiveness of patient care. Disseminate audit findings through meetings and workshops where necessaryLiaise with Programme Manager for the development and implementation of policies, procedures and guidelines relevant to own area of work.Promote patient and public involvement activities in the BCSP, leading to service improvement.ProfessionalWork in accordance with the NHS Cancer Screening Programmes National Office NHS BCSP Guidelines. Work to meet the objectives of the NHS National Cancer Screening Programmes inclusive of Host & Associated Trusts strategies regarding NHS Bowel Cancer Screening.Undertake own annual self-appraisal, to identify personal, professional and organisational objectives and developmental needs.Undertake annual appraisal with the Programme Manager
