SEND Tribunal and Education Other than at School (EOTAS) OfficerCouncil

York, England 37 hours/week Grade 10 Level 1-4 (£45,045 to £50,853 per annum)
Posted 1 October 2026 Closing date 18 October 2026

Are you confident navigating complex SEND casework, including appeals to the SEND Tribunal?

Do you have experience supporting children and young people receiving Education Other Than at School (EOTAS)?

If you thrive in a fast-paced environment where your decisions directly impact on the lived experience of children, young people and their families, this could be the role for you.

We are seeking a knowledgeable and driven SEND Tribunal and EOTAS Caseworker to join our team. In this specialist role, you’ll focus on managing complex cases where children and young people may be educated outside of traditional school settings.  You will also lead on cases involving appeals to the First Tier SEND Tribunal.

You will be working directly with schools, families and children and SEND professionals to work to better outcomes for our children and young people.

We are looking for someone with an in-depth understanding of the SEND legal framework, experience working in case management within a statutory SEND context and excellent communication interpersonal skills and written skills.

We offer:

  • A supportive team of experienced SEND professionals.
  • Opportunities to develop expertise in specialist areas such as Tribunal practice and bespoke provision.
  • Flexible working arrangements, including hybrid working. This role will require you to be in the office (West Offices, York) at least 2 days a week
  • Training and development to enhance your legal and SEND knowledge.

The Council is committed to investing in the talent and wellbeing of our staff and can offer a generous annual leave allowance, access to the Local Government Pension Scheme, comprehensive Health & Wellbeing initiatives and a reward package which recognises your contribution. We can offer flexible working practices, community engagement and volunteer activities and, as part of our commitment to you, promote continuous Learning & Development. In addition we also offer a growing range of discounts, rewards and savings.

This post is suitable as a job sharing position.

Hybrid working arrangements are available for this role. Each role at CYC is different and your working arrangements will be determined based on the requirements of the role and in collaboration with you and your needs as part of the recruitment process. Your contractual location will be the designated council office for your team.

As this role is public facing, applicants will need to demonstrate, at interview, their competency to converse and provide advice and guidance to members of the public, in spoken English to CEFR level C2: Can express themselves spontaneously at length with a natural conversational flow, avoiding or backtracking around any difficulty so smoothly that the person with whom they are conversing is hardly aware of it.

City of York Council is committed to safeguarding and promoting the welfare of children, young people and vulnerable adults and expects all employees and volunteers to share this commitment. We require the successful candidate to undertake an enhanced Criminal Record check via the Disclosure and Barring Service.

For further information or an informal discussion please contact Victoria Coyle (Head of Integrated SEND) at [email protected]  or on 07701258383.
