Job summary

The Medical Bank Department provide a core operational function, working closely with members of the Medical Staffing team, Divisional Management Teams and the Medical Directors office.

The Medical Bank Department are responsible for all aspects of the recruitment and subsequent employment of all bank medical staff based at the Trust; maintaining related systems, policies and procedures ensuring they support the Trusts objectives and are applied consistently using common documentation.

The post holder will report to the Medical Bank Manager. They will provide a recruitment and employment advisory service for all medical bank staff in accordance with the relevant terms and conditions of service, Trust and Health Education Yorkshire and Humber policies, current legislation and mandatory NHS Employment Check Standards.

The post holder will act with autonomy in ensuring established standardised systems; processes and procedures (including temporary staffing recruitment strategy and policy) are adhered to on a Trust-wide basis.

The post holder will liaise with external agencies and internal customers to deliver a high quality, customer focussed service supporting the Divisions in achieving their business objectives through the fair and effective management of medical locums.

Main duties of the job

  • To work with the Medical Bank Manager to provide a quality recruitment and employment advice service for all medical bank staff in accordance with Trust and Health Education Yorkshire and Humber policies, current legislation and mandatory NHS Employment Check Standards
  • To advise individuals, including Managers, and doctors of all grades on the application and interpretation of the Trusts Medical Staff Bank policies and procedures, employment legislation and terms and conditions of service for medical locums.
  • Provide advice on the preparation of medical bank job descriptions and adverts, ensuring high quality and accurate documents are produced and advising on interview committee composition where required
  • Responsible for the continuing development and appropriate usage of Job Train, including ensuring accurate data entry and utilisation of recruitment data pertaining to medical and dental staff.
  • Responsible for the establishment and management of the systems surrounding the employment of medical locums; ensuring all pre-employment documentation, correspondence and contracts of employment are issued in a timely manner in accordance with the respective terms and conditions of service.
  • To ensure directly employed medical bank locums are recruited and employed in line with NHS Employers mandatory pre-employment checks, best practice, policy and legislative requirements

Qualifications

  • Currently undertaking or completed a relevant business, HR/Management Degree level qualification or possession of equivalent experience at Medical Staffing / Bank Officer level.

Experience

  • Experience of working in a supporting role to a Medical Staffing / Bank Manager
  • Supervisory or management experience
  • Experience in NHS / health sector recruitment, workforce management, medical staffing or compliance sectors.
  • Experience of managing complex pre-employment checking processes.
  • Experience of interpreting employment legislation and NHS standards.
  • Experience producing workforce reports and analysing data.
  • Experience working with ESR and recruitment systems

Specialist knowledge

  • Specialist knowledge - Medical & Dental terms and conditions of service.
  • Specialist knowledge – Medical Staffing / Bank issues.
  • Knowledge of main functions of HR.
  • Basic knowledge/awareness of good employment practice/law and key developments.

Skills

  • Awareness of own limitations.
  • Be able to prioritise workload and that of supporting staff.
  • Diplomacy and tact
  • Excellent organisational and prioritisation skills.
  • Advanced communication and interpersonal skills. Ability to communicate with staff and managers at all levels.

  • Proficiency in Microsoft Office applications, particularly Excel.
  • Ability to work independently and manage competing priorities.
  • Self-starter with a ‘can do’ attitude, who is able to work to a high standard under pressure
