Norfolk and Suffolk ICB is seeking an experienced Senior Estates Manager to provide leadership across the Estates and Sustainability function. This is an opportunity to shape and deliver a coherent, innovative and affordable estates strategy aligned with national policy, ICB priorities, local commissioning intentions and service transformation programmes.
As a senior professional lead, you will support the planning, development and optimisation of healthcare estate. Key responsibilities include primary care estates strategy, investment planning, business case development and supporting estate development programmes. You will work closely with Primary Care Networks, neighbourhood teams, NHS providers, local authorities and system partners to ensure estates and sustainability requirements are understood and addressed.
The role includes leadership of estates and sustainability professionals, oversight of budgets and reporting, support for capital investment, and providing expert advice to directors, boards and stakeholders.
We are looking for an individual with senior-level experience, strong analytical and communication skills, experience of leading teams and programmes, and the ability to influence and negotiate with a wide range of stakeholders. You will be able to interpret national policy, manage complex programmes and contribute to strategic planning and service development.
Main duties of the job
Support Director of People, Workforce and Corporate Services in development, review and delivery of the Estates Strategy and Development Control Plans.
Implement the development of performance frameworks, metrics and reporting mechanisms to monitor progress.
To manage planning application response process including local and neighbourhood plan responses to ensure the interests and requirements of health are considered.
The post holder will contribute to sustainability portfolio within the ICB via line management of Sustainability Lead.
Lead development of a Primary Care Estates Strategy aligned with the 10-Year Plan, local access improvement plans, and primary-care transformation programmes.
Coordinate estate implications of PCN service delivery, left shift, ARRS workforce expansion, enhanced access, digital telephony, and multi-disciplinary team growth.
Support practices with premises development plans, capacity planning, utilisation modelling and compliance requirements.
Act as the ICBs senior contact for all primary care premises queries including lease renewals, rent reviews, improvement grants and NHSPS/CHP interfaces.
Act as first point of contact for locality estates issues, providing professional leadership and solutions.
Develop and oversee reporting, ensuring timely, accurate and high-quality information.
Work closely with Neighbourhoods, PCNs, Trusts, and system partners to ensure estates requirements are understood and met.
