Main duties of the job
The Operations Manager will lead the day-to-day delivery of PCN services, ensuring teams are appropriately staffed, supported, and operating effectively. The post holder will oversee operational performance, coordinate workforce planning and recruitment, manage people-related issues, support service improvement, and resolve operational challenges across multiple services and locations.
Working closely with Team Leads, clinicians, practices and partner organisations, the Operations Manager will ensure services are delivered safely, consistently and efficiently, while helping develop the operational systems, management structures and governance arrangements needed to support a complex multidisciplinary organisation.They will also have a key role in ensuring compliance with organisational policies, governance requirements and agreed ways of working across PCN services.
Job description
Operations & Service Delivery
- Lead the day-to-day operational delivery of PCN/CIC services.
- Ensure services have appropriate systems, processes and management arrangements.
- Support the implementation of governance, assurance and compliance requirements across PCN services.
- Identify and resolve operational barriers to effective service delivery.
- Coordinate activity across teams and services where required.
- Ensure operational issues are resolved at the appropriate level and escalated where necessary.
Workforce Management
- Maintain oversight of workforce capacity, deployment and operational requirements.
- Support appropriate workforce planning.
- Provide line management, leadership and support to Team Leads and other designated staff.
- Ensure employees have clear roles, responsibilities, objectives and reporting arrangements.
- Maintain effective management structures across PCN teams.
- Identify workforce risks and recommend appropriate action.
HR & Recruitment
- Lead operational recruitment and onboarding activity within the agreed workforce plan.
- Oversee the consistent application of HR policies and procedures across teams.
- Coordinate probation, performance, attendance and employee relations processes, seeking specialist HR advice where appropriate.
- Maintain oversight of mandatory training and workforce compliance.
Service Performance
- Develop and maintain appropriate operational measures for services.
- Monitor service performance, capacity and delivery.
- Work with service and clinical leads to address underperformance or operational concerns.
- Provide appropriate performance information to the PCN Manager and Board.
- Support continuous service improvement.
Shared Responsibilities
Working jointly with the PCN Manager and senior leadership team:
- Support governance, organisational assurance and compliance activities across the organisation.

About us
East & Central Brighton PCN consists of nine GP practices serving the communities of Whitehawk, Woodingdean, Queens Park, Kemptown, Hanover, Lewes Road and London Road. Our multidisciplinary teams work collaboratively to improve patient outcomes and deliver high-quality primary care services across the network.The PCN brings together a multidisciplinary workforce, including Pharmacy, Frailty, Social Prescribing, Health Optimisation, Home Visiting, Mental Health and Engagement teams. These teams include pharmacists, occupational therapists, physiotherapists, nurses, social prescribers, care coordinators and engagement staff.
Together, they support patients through proactive, community-based care, helping to improve access, reduce health inequalities and provide joined-up support outside traditional GP appointments. Through initiatives such as the Integrated Community Team and weekly Health Hub, the PCN works with practices, patients and partner organisations to promote wellbeing and strengthen links between primary care, community services and the wider local system.
